There are several. OpenCanvas, Adobe Photoshop, and GIMP are several popular ones.
This is, in essence, a discussion thread for comparisons, tips, and download links. And off the bat, I just want to make this clear. I have been USING my copy of Photo shop for less than a week, and had my freeware Opencanvas for less than a day. Most of my information is from reading.
First off, the one I am most familiar with, and even then not much. Adobe Photoshop: It's great. You can accomplish SO MUCH with it, and once you've mastered all the little nooks and crannys of the program, it's dead useful. Expensive and oriented torward those who already know how to use it, it's an all-around good program. Generally quite expensive, try to get it bundled with a tablet for a better deal. No mac support, as far as I know. Unsure of Ubuntu support.

OpenCanvas. I literally just discovered this one. After playing around with the controls for a bit, those who prefer "traditional" artwork will definitely take a liking to this program. The full verson, though a bit pricey, is not NEARLY Photoshop's price. V1.1, the freeware, has been removed from the offical site, but can still be obtained esialy at opencanvas.informe.com/index.php for a more direct link, opencanvas.informe.com/get-oc1-here-dt3.html This is the ONLY program I know of that supports networking, as in several people drawing on the same thing at the same time, over the internet. A Tablet is a MUST for this program. This feature is only available in the Freeware. No mac support, as far as I know. Unsure of Ubuntu support.

GIMP. I know nothing about GIMP, other than it is a free substitute to photoshop, and available for mac and Unbuntu. I don't even have a link to the offical site.
As for tips... If you have the money, get OpenCanvas AND Photoshop. Looking through DA for tutorials, it's not exactly rare for me to see the reccomendation to create the linework in OpenCanvas, and open it up in Photoshop for coloring.
